In April 2019, the United States Agency for International Development (USAID) awarded the implementation of the Translating Data for Implementation (Data.FI) cooperative agreement to a consortium led by Palladium. Data.FI is a $180 million, 5-year project which will serve as USAID’s primary mechanism for data, technology, and health information systems to support HIV activities across strategic President’s Emergency Program for AIDS Relief (PEPFAR) countries as part of a suite of large-scale global HIV programs representing the next generation of HIV/AIDS programs. The project will play a key role in USAID’s goals of helping partner countries on their journey to self-reliance and transitioning local organizations to prime recipients of US Government funding.

The project’s overall goal is to improve in-depth global, regional, and national analyses of HIV and COVID-19 epidemiologic and program data that can be directly applied to expedite the achievement of PEPFAR targets to attain and sustain epidemic control. The focus also includes directly supporting host country governments and implementing partners to enhance existing health information system platforms further to inform management responses to well-defined HIV/AIDS and COVID-19 programming gaps to ensure rapid access to high-quality data.

Data.FI is working towards accelerating data utilization to rapidly course-correct and take to scale cost-effective and impactful activities, models, and approaches required to attain and maintain HIV and COVID-19 epidemic control; scaling and optimizing in-country health information system capabilities to collect, exchange, adapt, govern, and visualize information to track the attainment and maintenance of HIV and COVID-19 epidemic control, and supporting the transition of prime funding and implementation to capable local partners.

The project has a significant cost-share requirement and collecting and monitoring cost-share is an essential component of implementing and managing the program successfully.

Purpose of Position

Palladium/Data.FI Nigeria is seeking a Business Partnership Coordinator to support the development of partnerships to increase the impact of Data.FI’s work in Nigeria. Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics. Data.FI supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.

The Partnership Coordinator’s role is to identify, develop, and secure partnerships from private sector and other non-US government donors to complement Data.FI’s work. The Coordinator is expected to have significant experience in strategic partnerships and fundraising in Nigeria, and preferably in other areas of sub-Saharan Africa, with a track record of working with both private companies and donors alike. The ideal candidate should preferably also bring five or more years working with US government programs and familiarity with US government regulations, requirements, and processes in establishing partnerships (e.g., cost share, Section 889, etc.).

The Business Partnership Coordinator, working closely with the project leadership, will be responsible for identifying potential cost share opportunities, track cost share contributions, secure the required cost share documentation from Data.FI complementing programs/activities and partners, review and analyze cost share financial records.
The Business Partnership coordinator will work across the technical teams and closely with the Deputy Country Director. S/he will report to the Country Director at Data.FI/Nigeria. This is a full-time position with a contract for 1 year, renewable subject to availability of funding. 

Location: Abuja

 Primary Duties and Responsibilities:

•In collaboration with the project leadership, conceptualize, develop, and lead an overarching and integrated partnership strategy that includes contributions to Data.FI activities and objectives from private organizations, foundations, etc.  

•Identify and directly manage a portfolio of partnerships through frequent in person, email, and phone communications in collaboration with the project leadership team. 

•Support the cultivation, solicitation, and stewardship of partnership efforts. This includes developing project profiles, briefing materials, talking points, and following up on prospects and proposals.

•Lead and facilitate monthly partnership identification opportunities with project leadership, track progress of implementation, ensure compliance with USG policies and appropriate documentation, and provide guidance where appropriate on documentation in coordination with the Palladium HQ Project Management Unit. 

•In collaboration with the Palladium Compliance, Project Excellence Hub, and Corporate Services, provide training and guidance to project staff on, and ensure compliance with, company policies and client rules and regulations regarding partnerships and cost share. 

•Support all cost share documentation including Cost Share Teaming agreements, MOUs, etc. in liaison with the project management unit and Palladium’s contracts team.

Required Qualifications:

•An advanced university degree in Finance, Accounting, International Development, or Business Management is required. 

•Strong existing relationship and proven track record in developing and securing partnerships to complement US government programming.

•Existing network of relevant potential partners including private sector companies and other non-US Government donors. 

•Experience working in the international development sector.

•5+ years’ experience with USAID contracts and cooperative agreements preferable. 

•Excellent written and verbal communication skills.

•Sound problem solving and decision-making skills. 

•Adaptability to work with a low level of supervision and as a part of a team as needed.
